AutorJarosław Bydłosz, Piotr Cichociński, Piotr Parzych
Pages5–16
KeywordsSWDE, prices and values register for real estates, real estate’s value, cartographical presentation
AbstractShow abstract
The possibilities of using data collected in the prices and values register for real estates (RCiWN) are presented in this paper. The legal basis of register and Cadastral Data Exchange Standard (SWDE) that is used for registers data transfer from the ground and building cadastre are described here. The example of export of such data into SWDE format is shown in the paper. The possibilities of separating the whole real estates prices into elements prices for its further application in the estates valuation are the second application of RCiWN data that is presented in this paper. The application of RCiWN data for different cartographical presentation is the most widely illustrated item here. For the prices and values register for real estates is the integral part of ground and building cadastre, the spatial reference could have been assigned into unit estate prices.

TitleMANAGEMENT OF AGRICULTURAL REAL ESTATE BELONGING TO THE TREASURY IN ORDER TO IMPROVE THE AREA STRUCTURE OF INDIVIDUAL FARMS
AutorTeresa Dzikowska
Pages17–28
Keywordsagricultural real estate belonging to the Treasury, Agricultural Property Agency, area structure of individual farms
AbstractShow abstract
Abstrakt. Modernisation of agricultural areas is one of the tasks aiming at the development of rural areas. This process is realised by various institutions, both governmental and self-governmental. The study is an analysis of the activities of Agricultural Property Agency conducted in order to improve the size structure of individual farms. The size of farms may be increased by purchase or lease of land. The resources of APA constitute a “bank” of agricultural land that may be leased to farmers who guarantee development and proper management of land. Ca. 70% of the agricultural land managed by APA is leased. However, the area leased by individual farmers is significantly smaller and more dispersed (average area leased by farmers from Cieszków commune is 4.58 ha).

TitleBUILDING DEVELOPMENT IN SUBURBAN AREAS
AutorMaria Hełdak
Pages37–46
Keywordslocal plan, decisions on building conditions, suburban area
AbstractShow abstract
Suburban areas of big cities are currently the places of dynamic transformations of the social, functional and morphological sphere of settlements which take place as a result of suburbanisation process. These, frequently unfavourable, processes reflecting in landscape should be counteracted by local self-governments which possess the local plan of spatial management, a tool for the realisation of spatial policy. The legal regulations concerning spatial management still make it possible for inconsiderate construction development to spread around agglomerations. The decision on construction conditions made when the local plan does not exist promotes further spreading of buildings within the suburban areas. The possibility to obtain a building permit after the decision is made results in numerous unfavourable consequences, related to chaotic building development, lack of transparent architectural guidelines and elements identifying space. Introduction of local plans within all the country would make it possible to introduce buildings into the suburban landscape in a planned way.

TitleENVIRONMENTAL FACTORS VERSUS ARABLE LAND PRICES
AutorBeata Kempa
Pages47–56
Keywordsreal estate prices, environmental factors, arable land prices
AbstractShow abstract
The paper presents an attempt to explore the influence of the environmental factors on arable land prices in the chosen communes of Świdnica province. On the basis of literature analysis, a number of price influencing factors have been identified and characterised. Next, the author analysed and described data sets of real estates attributes. The gathered data were subject to basic statistical analysis and to the analysis within price brackets, which served as a basis for estimation how these attributes influence on arable land prices. The results of this research might be helpful to management – rural workers and real estate valuation experts in their work. The findings might also be useful for the other professions of this market, e.g. land agents as well as real estate managers and developers. Definition of data sources and connection of the data with space and with land prices will support planning processes and farmland management (land development plans, development direction studies, development strategies) in communes, provinces or voivodships. The results of the research will also enable to form a basis for the creation of a local property information system, including the influence of various factors on agricultural real estates prices.

TitleBIOLOGICAL DIVERSITY OF AGRICULTURAL LANDSCAPES
AutorMieczysława Aldona Fenyk, Krystyna Kuszewska
Pages57–67
Keywordsbiodiversity, agricultural landscape, extensive meadows
AbstractShow abstract
The natural wealth of our country is associated with agricultural areas. Some types of Polish meadows and pastures are ranked among the richest biocenoses in Europe, in terms of species diversity. Due to their unique landscape amenities, rural areas are considered a tourist attraction. Particular attention should be paid to semi-natural communities whose gradual disappearance is caused by the fact that traditional farming methods have been abandoned. The main components of agricultural landscapes characterized by high floral and faunal diversity are extensively used grasslands, coppices and boundary strips. As regards biodiversity, the key role is played by once-cut meadows, with a great abundance of rare plant species, that serve as nesting sites to birds. Poland provides habitat for 25% of the European stork population and 15% of the European partridge population. 200 000 pairs of ortolan buntings can be found in our fields, and every fourth lark lives in Poland. The population density of breeding pairs that nest in coppices ranges from 25 to as many as 420 per ha. The efforts made to raise funds for protecting agricultural landscapes in Poland may be supported by the information about the their positive effects on biodiversity conservation. Biodiversity protection, defined as a primary goal of governmental policy in the National strategy for the conservation and sustainable utilization of biological diversity, is expected to determine the conditions and possibilities for further development of Poland in the 21st century.

TitleLEADER OPPORTUNITY FOR RURAL DEVELOPMENT BY THE EXAMPLE OF MAŁOPOLSKA AND THURINGIA
AutorIzabela Piech, Halina Stachura
Pages89–96
KeywordsLeader, Local Action Groups, rural development
AbstractShow abstract
Leader is an approach to rural development, which involves bottom-up development of the local rural strategies by local communities and the fulfillment of its innovative projects combining the resources, knowledge and skills of repre-sentatives of three sectors: public, economic and social. These representatives form the so-called local active group – cross-sectoral partnership, which chooses the projects independently and the implementation of these projects contributes to the achievement of objectives of jointly developed strategy. Such an approach will strengthen bottom-up decisions taken locally, raise the quality of management and will contribute to strengthening social capital in rural communities and encourage the use of innovative approaches in the development of the region.

TitleTHE STRUCTURE OF AGRICULTURAL LANDSCAPE IN THE GENERAL DEZYDERY CHŁAPOWSKI LANDSCAPE PARK
AutorElżbieta Raszeja
Pages97–110
Keywordsagricultural landscape, landscape structure, landscape park, inter-field tree plantings, landscape perception, landscape planning, Turew, Dezydery Chłapowski
AbstractShow abstract
The General Dezydery Chłapowski Landscape Park occupies a special place in the system of protected areas in the Wielkopolska region. It was established to protect a unique, perfectly managed agricultural landscape, constituting the effect of the activity of Gen. Dezydery Chłapowski in the 19th century. A consciously designed composition of plant elements – characteristic wedges and belts of tree plantings, small forest enclaves, clumps of trees and alleys planted with trees add variety to the area of agricultural production, giving it the character of a park-like landscape. The diverse structure of the agricultural landscape enhances also its natural value, increases its biodiversity, enhances its resistance and regeneration ability. Studies on the landscape structure conducted in the Park include the analysis and characteristic of its elements and their mutual spatial relationships, as well as the evaluation of the durability of the historic forms, established by Gen. Chłapowski. An important stage in the study is the analysis of the landscape perception and the evaluation of its visual value. The area of the Gen. Dezydery Chłapowski Landscape Park is a kind of a testing area for the implementation of organic methods of agricultural production and a sustainable development of rural areas.

TitleSPATIAL MANAGEMENT IN THE SUBURBAN AREA OF OLSZTYN BASED ON EXISTING SPATIAL PLANS AND DECISIONS ON THE CONDITIONS OF BUILD AND MANAGEMENT OF AREA (IN QUANTITY)
AutorKrzysztof Młynarczyk, Sławomir Sobotka
Pages111–124
Keywordssuburban zone, the movement of construction, spatial plans, decisions on the conditions of build and management of area
AbstractShow abstract
Article covers the changes that were made in spatial development (by volume) in the suburban municipalities of Olsztyn in the years 1996–2008. Overall until the end of 2008 in the suburban area of Olsztyn, 216 spatial development plans were adopted. The dominant feature in plans of spatial development is a function of housing. It is presented in 175 plans (the symbol of MN or MU). In 29 cases the plans relate to the recreational function (UT). To a lesser extent, its presence highlights the function of Mining (PG) –concerns the 7 plans, production (P) –4 plans. Only one plan deals with the protection of natural assets. It includes the ecological corridor of the River Lyna (WS). Plans include a total of 7511 ha area (5.5% of municipalities surface). It is worth noting that in the period 1996–2008 an increasing area of land is included into the spatial development plans. On the other hand, a large part of the property within them does not change its function. Retains its agricultural or forestry character. In the course of development (state at the end of 2008) is 35 development plans. In addition, in 2004–2008 was issued in the suburban area of 5193 decisions on conditions of build and area development. Including 2908 decisions (56.0% of state) related to detached houses (they cover 143 villages), and 98 decisions (1.9% of state) of residential build. Land area included in decisions on conditions of build and included in houses is 773.5 ha. In this study, one also drawn attention to the prospects of development, limitations and threats of spatial planning in the municipalities directly surrounding Olsztyn.

TitleTHE PROSPECTS OF CHANGES IN RURAL AREAS IN CONNECTION TO THE DEMAND FOR USING RENEWABLE ENERGY SOURCES
AutorAndrzej Biskupski, Wojciech Jabłoński, Stanisław Włodek
Pages125–131
Keywordsbiomass, agricultural landscape, uncultivated land, renewable energy sources
AbstractShow abstract
Abstrakt. Agriculture is the field of economy which most influences the landscape. Overproduction of food in European countries has caused that large areas of farm land are no longer used. The demand for renewable sources of energy may become the reason why uncultivated land will disappear. Plants providing a lot of biomass will be grown on it and thus raw material for energy production will be obtained. The demand for renewable energy may cause the development of wind and water power industry, which will influence the landscape. Because of lengthy cultivation of some plants and irreversible changes in the environment caused by wind and water power industry, these actions must be taken into consideration while planning the local spatial development.
