TitleTHE QUALITY OF THE REAL ESTATE PRICE INCREASE INDEX BASED ON THE ANALYSIS OF PAIRS OF SIMILAR ESTATES

AbstractShow abstract
Three techniques of determination of the real estate price increase index, which are based on the analysis of pairs of similar estates, are compared. The indexes are calculated for a data base consisting of more than one hundred re-sale transactions of undeveloped real estates. The techniques analyzed differ in the weights of the re-sales transactions. The comparison reveals that the method preferring long time intervals between the subsequent sale transactions gives the best estimate of the price increase index, which is close to that calculated form linear regression.

The paper presents qualitative data on exclusion of Ist-IIIrd soil quality classes' lands from agricultural production. The exclusions of lands were performed between 1995-2009 in three communes adjacent to the big city Wroclaw: Czernica, Długołęka and Siechnice. Moreover, the research on exclusions of land and land-use changes during 2001-2009 are presented with use of cartographic modeling. Spatial distribution of the exclusions and land-use changes are presented in relation to the planned road investments and local spatial management plans.

The aim of the paper is to present the types of unwanted events which may occur in connection with the loading, unloading and carriage of dangerous substances. There is an analysis of the causes of such events and analysis of the quantity and structure of carried goods. The final chapter focuses on the possibilities of using a geographical information system, with special consideration given to situations connected with risk during the carriage of such substances.

AbstractShow abstract
The paper presents an analysis and assessment of local housing policy activities in selected urban municipalities. First there were characterized targets and housing policy instruments available to use by municipal governments. There was also proposed a set of indicators to assess the activity of this policy with taking into consideration a specific of housing needs of local communities with different material status. The empirical part contains the results of a comparative analysis of the indicators established in the following cities: Olsztyn, Ilawa and Barczewo. The obtained results evidence the passive attitude of the authorities in surveyed municipalities. This attitude concerns creating conditions to satisfy housing needs of the population that has low incomes and also concerns stimulating other sectors of the local housing market.

Improving the safety of a property is a difficult process demanding information about all the risks the property may be subjected to. Effective safety management is possible only if proper procedures are implemented. Such procedures often require considerable financial outlays. The present article focuses on introducing fire-fighting water supply as an obligatory or additional protective system enhancing the safety of the property. A detailed research has been done in order to formulate proper recommendations and practical conclusions.

One of indicators of sustainable development is spatial order, which in the Warmia region has been shaped primarily by elements of the cultural landscape. The status of preserving natural and cultural space is of predominant importance for the rural areas in Warmia, since it confirms its tourist potential and can contribute to restoration of the identity of the region. The original method for assessing the status of the spatial order of rural built-up areas in the Warmia region presented in the study makes it possible to evaluate the level of the spatial order of any Warmian village and to assess whether the area under analysis is characterized by architecture that is typical for Warmian village buildings. Additionally, the results of this assessment can be helpful in decision-making at the planning stage and while conducting revitalisation works at the local level.

Space accounts not only for its constituent elements, but also for the emotions experienced by people who come into contact with space. When surrounded by space, our senses register the impressions related to our perceptions of space. Space is perceived with the involvement of various channels for communicating impressions. The information accumulated by different receptors is used by the observer to identify with and habituate space. Subject to the qualities of space, the observer may experience various emotions, ranging from fear and anxiety to a sense of freedom and safety. The paper discusses spatial thinking mechanisms which are involved in our perceptions of safe space and man-space relations. It analyzes spatial elements that contribute to public perceptions of safety and the factors that shape them. The paper also examines the concepts of urban stress and safety culture.

Guidance for preparing documents concerning Natura 2000 areas strictly defines the way how particular areas have to be described. Both in the case of Standard Data Form (SDF) and Protection Activities Plan (PAP) cartographic documentation is required as well as precise area of habitats, which have planned i.e. proper protection activities. While creating thematic maps available cartographic materials including information about land cataster, forest section, ortophotomaps and previously registered areas covered by different forms of nature protection are commonly used. However, compiling data derived from different sources often leads to errors in measurements even tens meters. Therefore, it is necessary to work out data base with information for SDF and PAP final structure as well as to establish the relations between particular tables with its uniformed onomatology used by all institutions taking care of Natura 2000 areas.
