In the study presents an attempt of indicating determinants of development of entrepreneurship, belonging mainly to a group of local conditions, in two types of communes: urban – rural and rural ones in Podkarpackie Province, with specific, fragmented structure of agriculture. In conditions of present agricultural market – it is hard to run semi-commercial farms, whereas growing unemployment and decreasing phenomenon of employment in a farm and outside a farm create a specific social danger for rural population of this region. Improvement of the situation is possible in non-agricultural entrepreneurship development, which can use fragmented production means and slight signals of arising demand as well as it is susceptible to innovations. The research confirmed varied multi-aspectual impact of both internal and external factors on nonagricultural entrepreneurship development. Finally, it ought to be emphasized that human potential (especially its quality) and agglomeration factor, which differentiate influence of other factors, is essential.

Abstract

The paper shows differences between the real condition of registered non-agricultural economic activity in surveyed rural communes and REGON data in 1996–2003. Data from the commune registers were a basis for defining the volume of registered non-agricultural economic activity, its characteristics, forms and unusual aspects observed during transition in Poland, as well as indices of liquidation and survival of businesses in 1996–2002. Thanks to specifying types of communes according to their similarity in respect of location and social and economic conditions, especially agriculture, it was possible to show connections between those features and volume and the kind of economic activity there. Results of the above analysis were used to define how advanced the process of multi-functional development is.
