The aim of this study was to identify and analyze, from the qualitative and quantitative perspective, the causes and objects of conflicts which appear while drawing up local development plans. Conflict research was carried out in the city of Olsztyn in the years 1995 – 2003. The main source of data were protests against and objections to spatial development plans and judgments of the Supreme Administrative Court. This analysis emphasizes the importance of conflict identification for making rational spatial decisions.
